You would have to sue to get this law deemed unconstitutional in the California supreme court. but you are right local laws cant conflict with state laws in most cases, but again you need lots of money to fight it if you let conservatives come in and pass stupid shit like that in the first place. You can pass any law you want if you have the votes.
